UtcTimeQualityAccuracy_To_Accuracy
Converts the accuracy of the time information of the structured type T_UtcTimeQuality to the enumeration type E_UtcTimeAccuracy. Only the Accuracy0..4-bit components are converted. These variables determined the max. number of significant bits in the T_UtcTime.fractionOfSecond component.
