IEC870_5_102_DEFAULT_ASDUFMTPARAMS
This function sets the frame format parameters specified by the IEC 60870-5-102 standard:
- Byte length of the cause of transfer;
- Byte length of the common ASDU address;
- Byte length the information object address;
