Sampling of Override (P-CHAN-00065)

To avoid excitation of oscillations of the machine, only the first change of override value is applied for calculation of velocity in the same cycle.

After that the next override value is applied after the time "override_delay" has passed only. So excitation of oscillations of the machine because of override changes can be avoided.
