Registers a new repository at index iIndex (determines the priority).

rootFolder	BSTR	[in] Root folder of the repository.
iIndex	int	[in] Insertion index (priority).

(HRESULT)	HRESULT	`S_OK` if successful, otherwise an error code.

DanglingAdapterException: Adapter not connected.
ArgumentException: Name already exists or index > count / index < -1.
ErrorException(Error_CouldNotAddRepository): The insert operation returned null.
