Saves the project as a library, optionally encrypted (if software protection is enabled) and optionally installed in the active profile.

bEncrypt	VARIANT_BOOL	[in, defaultvalue(0)] `VARIANT_TRUE` encrypts the library (only if software protection is enabled).
binstall	VARIANT_BOOL	[in, defaultvalue(0)] `VARIANT_TRUE` installs the library into the active profile after it is created.
